In the future officially change the lease to tenant paid utilities if it is not already stated that way and turn utilities off on the day the lease starts.

Must be some mental health issues at play in the condition she lives in.

I had planned to use the rental income to help cover health insurance costs until we reach Medicare age (5 years for wife, 10 years for me). 

I never invoked it because they leased together and it wasn't to my standard but it wasn' t a health hazard. 

Or do we have to make anything official with a lawyer/title company?
