A few recommendations to add to this thread: - Oil based primer goes on far better than water based primer and covers the previous paint and bare wood more effectively (just make sure to use a separate brush from your water base one and clean it out with paint thinner) - You can apply a water based paint upon oil based primer once it dries without a problem.

@Cheryl Vargas there is also evidence that shows that warm weather doesn’t effect it as much.

I'm assuming you're speaking in particular to charging tenants who are directly effected by the coronavirus (ie are hospitalized, lost their job etc)?

In a way I'm trying to encourage landlords to have more compassion but to also understand the adverse effects of being a ruthless business owner. 

The effects will not be the same in every market but when Freddie and Fannie changed the rules mid stream on current deals in process things dropped off quite a bit.
