I'm looking to start investing in a deliberate, conservative way and look to build passive cash flow, rather than large chunks of money at a time while keeping my debts lower if possible.Question for the community:I've seen lots of different plays: Wholesaling, Fix & Flip, Buy & Hold, BRRRR, etc.

Understand the comps in your area and learn what is driving demand. 

(NOTE: I own and operate a small general contracting and restoration company which is very demanding on my time).

I'd be curious how that plays out, if he wants to do a 1031 he's likely aware of how to defer taxes and is probably not going to want to pay them....

A tip I got from @Steve Vaughan is to post a few ads on CL or something similar in your area, without the address of course, to figure out the demand in your area. 

I have made money in Dillon county with timber plays in the 60-80 acre space, and I'd be interested to see @Andrew Johnson 's take given his comments.

It honestly has never come in to play for me.

Option 1) Offer significantly higher with a conventional loan and hope they go for it over a cash offer.Option 2) Do a 203k loan (which I'm positive they will just ignore)Option 3) Hard money loan so we can play with the cash guys...?

Next it should state that any monies collected from the tenant will be applied first to the balance of the tenants unpaid utilities and then to the rent.I am not an attorney and I don't play one on television.
