I am the most expensive property manager in my area, but I am far more than a glorified rent collector and my owners make more money...even after paying my fees. 

This allows me to work directly with the property owner to put a deal together, rather than fighting with competition at the county tax sale auction.I would say your first step is to find out how many years a property can go delinquent in your area before it is seized by the tax collector.

I recently read an article on the Urban Land Institute regarding market trends for 2020 and Phoenix, according to that article, will be booming in the next five years: strong job economy/job growth and strong influx of people so I'm assuming this will force appreciation in most neighborhoods.

Also tourism there is booming, no passport needed, since it is part of the US and cruise business is expected to grow steadily for the next 7 years so i am focusing on Old San Juan since that is where cruises dock and properties there have the highest demand for Airbnb One more thing, the convention business is getting ready for a huge come back and will continue to grow for years to come. 

So how much longer can this boom continue around here?

I found a home that is a gorgeous layout in what I believe to be one of DFWs next booming cities.

It basically boomed during the pandemic because travel nurse per diems and hiring contracts both exploded and we saw this nationwide surge of digital nomads.

Also in RE booms, my observation has been edge of town tend to lag the core, so you may have less appreciation.
