Its no different than if your house flooded, they would have to move out and you are not responsible for those costs - you just cannot charge them rent.If you have not already gotten one, get an attorney. 

Since they'll have full tenant rights, you need a solid lease agreement.

Do you really think you are going to get a responsible co to do the move out and in in a timely fashion for the new tenant, umm not likely in Cleveland. 

I generally recommend a balanced approach: prioritize a solid foundation by paying down some principal while strategically acquiring new properties using savings and cash flow.
