If the avoids the question, I would assure her you are willing to waive the additional rent, but per your lease / policy, you do need him to complete an application and be added to the lease as an occupant, for their protection and yours.

To an outsider, jumping into a flip or fixer for rental seems like a no-brainer...until reality sets in (electrical, plumbing, foundation, code-compliance issues, etc).
