However, over time have noted multiple, conflicting citations otherwise -- trying to nail-down the potential [state/local] Property Tax deductibility/non-deductibility and Adjusted Cost Basis relevance/irrelevance per hard sources (no Tax Court cases found; nothing remotely relevant in IRC and IRS remains silent with no advisory letters or opinions issued).

ADA is more about public places like restaurants, libraries, clubs, schools etc...The relevant federal regulations is HUD's Fair Housing Act, and Emotional Support Animals are covered and protected under that. 

@Lynn M. or @Bryan O. i know this post was from 3 years ago but relevant to what i'm looking for so was wondering if either of you could help explain to a relative newbie....why do you require the insurance list you as an "additional interest"?

It seems a lot of what I believe would be relevant may not actually be in the eyes of the IRS.
