I haven't come across too many but it's required along with many other requirements.Lastly, there is a long list of cases that state because the TCPA is penal rather than remedial, your insurance company doesn't have to cover any awards and there is no cap on damages in a class action suit.

This would be my first rental property but the area it is in has multiple feasible exit strategies just need some help to nail down the step by step process.

It will give you an idea on actual rehab costs, but that part you'll have to use experience, subs, or other resources to nail that down.  

Is this a lock together floor like laminate or does it need to be glued or nailed down?

NY has a cap on rental increase per year, right? 

Lastly, if you plan on nailing it down on your plywood base sub floor it's going to be tough.
