In my experience, most of them are scam artists that leave the property damaged when they move out.

This seems too good to be true…Questions - Is this a scam?

Like many I am nervous about getting scammed and making sure the developer is legitimate. 

If a person is going to get scammed i bet he will even wo posting actual numbers.Now this guys premise is just asking to be scammed......lol. 

I noticed the only deduction really left untouched is the charitable deduction which is what the ultra-wealthy use as a total scam. 

You provided no information, but this is one indicator of either a scam or a lender who has no idea what they are doing.

You can also try talking to friends/family to invest in the business, give you 9k now for EMD and get back 12 later should be appealing after you explain the business and how this isn't a scam.

I think about 2 things: what services are you cutting out or are you scamming those that go with full price? 

You are totally getting scammed! 

The problem that I'm having is that EVERY prospective tenant so far has been a scam.
