You may experience the tenant fighting back with idle threats and trying to push your buttons.

The simple answer, I imagine, is to serve them a notice to comply and require the additional deposit or the removal of the pet. however they are the best tenants I've had in my investment career (4 years), moreover evictions are temporarily on hold till who knows when so my threat to evict can be drawn out dramatically longer.

After they were gone, and the place cleaned out, took 3 months, roaches totally disappeared, the rental unit and adjoining units.The chief reason we found with these tenants is they leave dirty dishes in the sink, don't wipe off tables after they eat etc.

I wouldn't let the tenant hold you hostage with his threats. 

Do not call the police just to get him out, only call if you fell he is a threat to himself or others.

I had to explain that while they were noisy and ugly as sin, they posed no threat to humans.

I think if the applicant isn't for real, they'll just disappear after you hand the HUD letter to them to have filled out by their doctor.  

But he is obviously incorrect on the lack of disclosure it’s clearly in the rental agreement  If to the best of your knowledge, it doesn't have mold, then it is an empty threat.
