This sounds very disorganized, doesn't give me confidence in your builder - the HOA legal (s) should have been ready when they broke ground. just and FYI Up here in the NW we cant record our plat unless the CCRs are done and record with it and or HOA is formed and formalized and mentioned in the Title commitment..
