We also feel into real estate through my first job out of my graduate program working form a commerical/apartment company as the owners executive assistant and buying/renovating a foreclosure that we turend into a rental. 

I've been looking into bidding on properties at the Pinellas County Florida foreclosure auction.

Most of the time they are HUD owned properties or foreclosures that the banks don't want to deal with.

I found a house wile "walking for dollars" and a neighbor informed me that the house was vacant because of a foreclosure.

Contact FSBO listings, get on realtytrac and look at PRE-FORECLOSURES if they are not motivated sellers, I don't know who is.  

I have a strategic foreclosure on record from about 3 years ago and I'm having a hard time finding a portfolio lender...  

Seems the only solution is door knocking, contacting owners directly and inquiring or (pre)foreclosures to find the motivated sellers.

I was told by the firm that managed the foreclosure and sale that they could not locate the owner. 

That I now have a choice to keep the property in my inventory and then I read that if you sell it in a foreclosure auction that any cash collected above unpaid balance, fees, etc.
