Property is close to the University of MD medical school and the Inner Harbor (main tourist area in Baltimore), so I'm excited about the rental prospects. 

I am within Chicago and the Housing Authority does provide for emergency inspections for the reasons you mention.  

current liabilities per property are 1M business liability (per occurance), 2M annual aggregate, 5k medical premises payment. each 2bdrms with a couple and kid.In addition, does anyone have any strong recommendations on insurance companies (e.g. allstate, statefarm, liberty mutual, etc) that have done well at protecting against tenant lawsuits?

Medical staff probably have no worries about losing their jobs right now.

We are planning on putting an ADU in our backyard to use as a rental for visiting medical professionals (we're right next to UC Davis Hospital), and as the occasional place for family to stay.

We attempted to send someone out Monday morning, as it was hardly an emergency.
