Once you have that assurance, check the numbers again and if everything checks out (numbers, property, location, cash flow, CapEx, expenses, taxes, etc) go for it.

In some cases where they were not, fines can be issued and a tear down order for non-compliance.

When I sell to a Tenant Buyer, I do a Dodd-Frank compliance check, they make a down payment or option payment to me, I get to keep that money, and I increase the monthly payment to reflect the note I've created (actually my attorney does the paperwork) and I get to keep the difference.

You don't have a conversation, you take photos, you write up non-compliance and if conditions persists contact health department to go in and inspect the unit.
