The home prices I based on manufacturer web-sites, and yes, (depending on manufacturer) they are pre-fitted with electric, hvac, finish flooring, and insulation.

Look for an inexpensive used car that will fit your needs or as @Amit Kal suggested, ditch the car if possible.  

So where do I fit in? 

It doesn't matter what you do as long as it fits within your goals. 

One could be willing to unload a property or know someone else who is and it could fit your criteria to buy.

I couldn't find posts that fit my situation precisely, which is why I'm posting here.My goal with REII hope to build a portfolio over the next ~5 years that will allow me to return to public sector employment without facing a significant hit on my salary.

Stay in control of everything you are responsible for and will adjust the numbers as you see fit to have a buying value.  

I know it's tempting to buy into a sub-$50k C or D prop because it fits your budget, but I'd really recommend holding off until you have more capital and can invest in a lower-risk product.
