Other things that impact the cap rate can be premium location, newer age for the property vs old building, quality of tenants, etc.

It can absolutely be done in California, and although California makes it very difficult to manage properties due to tenant-friendly laws, if you know what you're doing or have a great property manager, California is an excellent place to invest due to high appreciation.

It looks like they are offering a lease as well but I would highly recommend paying a local real estate attorney for a lease.

I remember back in the day I could pretty easily find deals on the MLS that weren't in high crime areas, where the numbers really made sense.
