Are City utilities available for your site, if not, would you the developer be fully responsible for the cost of extending Water/Wastewater to your property? 

I'm using apartments.com (as a former Cozy user) for my other units that I'm renting the traditional way (for the entire house).  

@Adib Rahman Depending on the configuration you might be able to get a gravity pump or lift pump (not sure what it’s actually called) for the bathroom fixtures that will pump the water up to the level it needs to be at to flow into the pipes.

I'd have to check with the city about available water supplies and with the gas and electric utilities.I've never "bootstrapped" a business like this, so I'm looking for all the input I can get.

On SFR where it's easy to see electric/gas/water/garbage is it standard to have tenet pay those utilities?

Make sure that your residents pay for their own water if you are adding this otherwise it won’t add much especially if someone decides to run a laundromat business out of their unit.

We've been exploring the idea of acquiring a property with access to the water, with the goal of being able to access Tampa Bay via boat.

Roof, floors, hvac, appliances, hot water heater, exterior painting, bath and kitchen remodels, etc.

Currently heating and hot water cost to owner is $20K +.
