If you want the stability and the safer bet of letting them stay, I would suggest getting a different type of financing such as a low down conventional loan to buy the property and treat this like a slower, delayed brrrr - something I’ve done and if you are buying right, the market continues like it is there is nothing wrong with doing a delayed refi a few years later after your improvements to get your cash back out.

We love Houston for the population, job growth, world's largest medical center, energy (not just oil/gas but also renewables, midstream, etc), tech (see HP new building in Spring/Woodlands), and the business friendly environment.
