I have since put in a call to the court's office to see if there is any back way for out of state owners to file as an absentee. 

Go to the local police department and look at crime statistics by area.

Main tenant on the ground floor is a post office---and they just signed a 10yr lease, paying $ $883.50 monthly rent until May of 2021; rates go up to $945.33 from June 2021 to end of lease May 2026.There is a small residential unit on the ground floor with a stable tenant (4yrs).

I earned my license in Oregon in about a month, but finding a quality office to work at took alot longer, so if you already have an in, go for it.

You could also call the Housing Office of the area directly with your questions.

One thing I've learned in my recent purchase of a Fannie Mae REO is that they do not allow anyone affiliated with a broker to purchase a Fannie Mae listed home that is listed by that brokerage (even if in another office).

The purchase price does not directly effect the assessed value unless the assessors office takes it into consideration.
