I would form the LLC in the state that the rental is in, otherwise you'll have to register it as a foreign LLC and pay the additional fees anyway.

For example, if it's a foreign national that has returned to their home country it's not likely you will ever see money even if you do get a judgment vs a federal government employee with a security clearance.

It will take a few years to get it turned around and flipped, by which time you will be back in the U.S. and ready to go solo.I would wait for a year or so to convert that $15K into a reasonable sum of money to be used as your capital contribution.BTW, how do you like the Foreign Earned Income Exclusion?
