The wires were twisted together, covered in electrical tape and about to be buried in the wall.

The seller is not willing to turn electric on so we walk the property.  

I would clean out the junk in the pole shed, clean the interior, repaint a neutral color, replace carpet and other light rehab tasks.

To explain further, I am happy to do a kitchen remodel, much less so to replace a boiler, roof or rewire electric right off the bat.

Just wondering what certifications were needed after flipping a house such as electrical, structural, plumbing, etc. that must be met before you can sell the home?

Electrical, plumbing, exterior paint, hot water heater, refurbish boiler, flat roofs, Windows.
