nearly every single applicant will tell me their pet is either ESA or Service dog.  

Friends of friends look good, anxious to take possession asap, even tell me openly they will be on the street by dd/mm/yy.We have to treat them just like every other applicant, even though we didn't sign up to be a Social Service for the County. 

I think I would only move 3 of them to software management at first, see how that goes.

You can keep track of which expense goes to which property through your accounting software (even a spreadsheet would work).

Are you using any specific software for scraping or gathering off-market leads?

I don't use any 3rd party software. 

But I think asking someone to fill out a prequalification application is too much.
