While Fremont doesn't prohibit solar panel installation on any specific type of roof, every solar panel contractor I've talked to will not install on a wood shake roof.

@Tim Clark you don't really indicate the duration of the rentals to "family & friends" - these rules don't prohibit terms of 6 months or longer.

That'd be three people and prohibited by your occupancy rule of 2 people max, but that's not an unreasonable number of people to rent your unit and it'd likely be considered a fair housing violation.
