You will get more for the property versus selling it to a private party or wholesaler.

You'll likely find it easy to find people who will tell you what you want to hear, but you really need hard facts not speculation.But for some speculation, if you're talking about the Nantahala River or Little Tennessee, sure I think you might be able to do $22K/yr, but not much more, unless perhaps the places are uniquely styled. 

I am in discussions to seller finance a townhome-style quadplex.

Many large private lenders will work with smaller lenders as correspondents.

As an example, we joined an expensive, but exclusive private networking group 12 years ago.  

•Explore private lenders or hard money loans if you need higher leverage, though the interest rates will likely be much higher.

All is not lost, if you can find a seller of the apartments who is alos willing to finance the purchase for you;  Or look for a private/hard money lender.
