Challenges, plumbing was old.

Framing, electric, plumbing is completed.

I found a really good electrical/plumbing contractor that is handling everything for a reasonable price. 

The penalties seem harsh and I wonder if those will adjust, but they put in things for plumbing out, property damage etc

What I'm really doing is creating a "workshop" space that's part of the house that can be used towards a business write off, but can also be easily converted to living space with plumbing/wiring already installed in walls/floors.

It needs roof, ac, electrical, possibly plumbing, new bathroom, new kitchen, flooring repair, siding and fascia repair, and on top of that there is some fire damage.

Or making sure plumbing is properly insulated or protected for cold winters, etc.

That could be one contractor depending on what is needed or several for different specialties like electric, plumbing, drywall, and so on.

I am interested in what happened after that… I just saw a very nice-looking house with all the heating and electrical and plumbing torn out, and am tempted to bid… I would LOVE to find a construction partner in Detroit with a proven record of rehabilitating these lovely old homes, and save them.
