yes seller can withhold signing. happens more often than you might imagine. normally there is a time limit on financing contingency..

Here in Chicago the most I’d be comfortable with holding is a trash out fee if they left trash in the yard.

A few suggestions:Get a Job, Borrow from Parents/relatives, Get a partner for the deal, or (trigger warning: not PC)  renounce US citizenship, cross the border illegally, and get all the government money you need.

my parent never checked their score, i think they trying to use the health inspec to say its unsafe to live there and unhealthy and we have to pay them relocation fee.
