After some time we are able to renovate with new flooring, new paint, new light fixtures, new bathroom fixtures and vanity, new kitchen countertops, and painting the kitchen cabinets and new cabinet hardware for about $7500 on a 1/1 or 2/1 apartment.

The far left, however, would paint us as evil. 

The other 2 it was easier to leave vacant for the time being because of the lead paint program im going through.

I've tried asking if any maintenance was needed in various ways and never got a "Yes" in any form, even when there were obvious problems, such as paint peeling off the ceiling and a wired smoke detector hanging from the ceiling by the wire.

The property appears to have been recently renovated, with a new roof installed in 2020, and the exterior was recently painted according to Google Street View.

My SFR is well maintained with all walls intact, newly painted and orange peel textured.

JDI don't know if I would paint POH residents with such a broad brush.

Peeling paint was always difficult.

I believe that will be a paint point for you and may be better to simply buy a recently constructed building where there's less risk and far less time involved.
