I've noticed homes 30% larger than mine are paying about 1/3 of my tax amount.I know I missed the appeal window. 

Just lean heavily on educating yourself on the laws, notices, etc. early on.

But historically in my experience it was never done on time and i would get notices from the city about it.

You would need to give 60 days notice to vacate in most areas to be safe.

Another question: Have you noticed any change in income for the property since the policy was implemented?

It will be so much easier to let all your leases go MTM and give notice to vacate then list and avoid all this, which does the exact opposite of what the ordinance is trying to accomplish. 

There is noone there so i dont think it matters much to date new 30 day notice from today.

The whole idea of a quiet title is to give people public notice, you never really know if they are local or not.

"Upon termination of this lease, tenant shall continue renting on a monthly basis until either party serves the other with a 30-day Notice in writing."
