They'll have to find a home they can afford, and then one that meets the guidelines (needs to be in good condition.) 

So what kind of living conditions will this family end up in? 

Depending on what you are paying vs the condition of the property today, might be better deals out there on East Side in more developed C class areas.

Place is in general good condition other than the persistent stench of pot. 

If they were long term I would let them break the lease and if the home was left in good condition then I would return the deposit - now this is just me but you have  alease that dictates specific terms that you can uphold them too or not.It would be ok to ask for the death certificate, and what you could say is its our policy to waive the fee for death but we need a record of it.

Also ensure that the home is in the same condition as when you viewed it and put that as a condition of releasing escrow. 

Just put it in an out if the way corner and let it climatize to the house conditions.
