If you are signing contracts to purchase, whatever your purchase price is should cover all outstanding liabilities UNLESS you are LYING TO THE SELLERS and using FRAUD BY INDUCEMENT to get them to sign a contract:) So, what they owe would not be relevant to a certain extent.

Most states require that you be licensed to market a property that you do not own.The other problem is that if you put the seller's property under contract without both the intent and the ability to close on it, you could be charged with "fraud in the inducement".
