If a sub-market were controlled by 2-3 large landlords and a tenant chose to not pay the rent and that data were consumed by the other landlords in that sub-market, that tenant is now facing a real uphill battle the next time he/she procures housing.

As long as the real estate agent isn't the procuring cause of the sale.If the seller signed an Exclusive Right To Sell Agreement then the seller will have to pay the commission regardless if he sold the properties to you without the help of the real estate agent.
