Because it's a seasonal market, whereby we should expect full occupancy during summer, some occupancy during both shoulder seasons and we should have been happy if we get any occupancy in the winter.

Did they explain how children being kept in an unheated home in winter would not be reportable since its unsafe?

I spend my winters in Colorado and want a get away spot I can go on weekends to relax be close to nature.

Prices are very high so I am not sure how well you can do in our area these days.McCall is nice, but prices are also very high and it is a bit limited on access in the winter.

I am not.What I don't like about midwest housing is the winter, HVAC requirement , city and theft.

Started to get one property repaired before winter, but it will be finished this spring. 

In our area that means they pay you when electric cost is lower and bill you when it is higher as there are summer and winter electric rates.   

I wanted to avoid winter turn over and they seemed ok with that

Even if it is mid winter, you could always do an 8 month lease that rolls into a year long lease in August, setting you up for future success, timing wise.
