It is not something that can be done by just passing a rule. 

So, to renovate an already functional space to make it more modern involves demo'ing something that has value to try to add something of more value BUT the value is limited because it is basement space.

Pets or something more along the lines of what you mentioned.

You'd most likely have funds to do something interesting in the area and maybe build on a lot you divide with the right financing.

If one believes everything somebody (including professionals) or something tells you, you're in trouble.

Not something to buy and hold.

Very fixable and doable, just something you have to know and understand going into this.  

Also, regarding the DNC list, I’ve read that since wholesalers are offering to buy something, this is not a prohibited activity according to the federal rules regarding the DNC list.

You will need to do something to make you stand out.

And you could buy something you might like to convert into your primary in a couple of years.
