Some city might have just loose the restrictions and have yet reflect on its website. 

I have ZERO clue how to access capital other than a convectional Mortgage and those REO properties are typically CASH ONLY, this is a MAJOR problem.

@Curtis SharpeThe 95% LTV high-ratio, insured mortgage is available on SFHs and duplexes to owner occupants only ... even then, there are further restrictions.  

With this said, if it's an A property I would totally remove it and put in a new tub and 3 piece surround (or a one piece tub & shower unit if you have access) and I might also do that for a B property.
