They will of course recover - I think by the end of the year, though I know folks more bullish on them then I am.

In two years my Mother will be 55 and I will move her into an old folks community, the house will rent out for about $2400 and total cashflow will be about $250 after cap ex, and expenses.

I'm a huge fan of DSCR loans because they allow real estate investors not to be constrained by a debt to income ratio, which is a challenging calculation for self-employed folks, particularly real estate investors who tend to have a significant portion of their net worth 'off balance sheet' in their real estate.

I wanted to ask about how folks here approach doing research on a rental area to determine if it's a good place to be and how granular do you usually get?  

I just wanted folks to think about REI critically and comparitively and not assume that buying any crapy rental will be a great investment

Tushar - my CPA didn't fully explain your last few questions but said he's often seen states don't even bother coming after folks with low profit amounts.
