I removed the lid and noticed the little chain from the tank lever to the flapper formed a knot, which shortened the chain, which prevented the flapper from closing. 

And I think a lot of the REIT investment money has been in transitioning properties up the food chain, and that may be a less attractive bet.

Before you end up in these situations.This tenant is yanking your chain. 

I see people online asking stuff like, can they live in Thailand on $500 a month or $1,000 a month and I'm like, "Yeah, if you like living in an apartment with no aircon, eating street food 3 meals a day 7 days a week, and think sitting in a bar complaining for an hour that the price of beer has gone up 14 cents is fun."   

Also, the chain you see inside the tank connecting the flapper to the fill valve can sometimes 'stick' preventing your flapper form sealing, thus causing the tank to continue fill with water (because the water level does not rise high enough to lift the float and close the fill valve).

You may have to negotiate with someone much higher up the chain than the front desk.Hope this helps,Allen Fletcher
