I don't think it's a condo as many have STR regulations and HOA issues.

It’s what they rely on as their collateral, not your  STR business and the spread you can make relative to a traditional leasehold interest property.

It's a state licensing issue most likely for the agent/agency.

I cannot contact another REALTOR's client to do this but like the idea of playing hardball for an investor to force the issue.

The issue will hopefully be cleared up before you want to sell, but you're taking on the risk that it won't be.For these reason, I'd pursue the ADU, maybe pursue the addition, and ditch the JADU idea.
