So we got a contractor to remove the boards, cleaned up the concrete, sealed it, and put in new concrete/epoxy floor.So what do you guys suggest for us to do to fix this problem?

In my experiences I don't like online auction sites because some sites when they don't meet their desried price they can just cancel your bid then they'll usually put it up for bid again starting at your winning price which isnt cool. 2) yes the liens are usually wiped clean. 3) I go to courthouse auctions and only bid on properties that have open houses.

I would price out the plumbing and electric for the smaller stacked units (think ge space maker or smaller) in the units before a free standing building....you just need a closet size space and they do this in the efficiency units (450square feet) where I have a condo rental..this may put the costs for electric back on tenant if individually metered..
