Rent will have to include water, electric, sewer and garbage. 

So we got a contractor to remove the boards, cleaned up the concrete, sealed it, and put in new concrete/epoxy floor.So what do you guys suggest for us to do to fix this problem?

In my experiences I don't like online auction sites because some sites when they don't meet their desried price they can just cancel your bid then they'll usually put it up for bid again starting at your winning price which isnt cool. 2) yes the liens are usually wiped clean. 3) I go to courthouse auctions and only bid on properties that have open houses.

I would price out the plumbing and electric for the smaller stacked units (think ge space maker or smaller) in the units before a free standing building....you just need a closet size space and they do this in the efficiency units (450square feet) where I have a condo rental..this may put the costs for electric back on tenant if individually metered..

The builder then pulls down the plumbing, electrical and wall in the massive decks and turns these into illegal rentable suits.

After cleaning/repairs are done, I send any remaining funds to the tenant with an itemized list of charges.

Possibly the shell with your electric and plumbing put in.

There will also have to be seasonal maintenance activities such as cleaning of the gutters, emptying water out of the sprinkler systems, etc. to eliminate some of the weather related issues. 

You didn't even clean before they moved in?
