With this ROI I'd probably go with a bank CD that's so much less work and practically risk free. 

Hi @Shuvrajit Mukherjee - More than likely like others pointed out - it will be hard to get conventional commercial multi-family...I have a list of some solid Chicago commercial lenders that I could share with you.You could also find something in your price range in some C/D areas with 10-12 units.Living in a unit is only going to help you if you do 4 units or less...anything 5+ there is no value in being an owner-occupant.  

As for the duplex, I wanted cash flow and I was willing to go into C-/D+ neighborhoods to get it.

The market is ripe for an institutional player to take over, and I don't know what will be the net effect of that.

However, had I been given the right of VA law...i would have made payments or cashed in funds CD  retirement etc.

Im assuming most players involved in deals in your area are seasoned professionals.

I thought about a CD but the savings account had more flexibility.
