I've read a few books and web articles on these, so I have an idea on the overall concept, but I don't know how to actually start.

I don't have a very good web presence for RE yet so I would love to see what you are running in FB and other areas to get that high a conversion rate.  

I am a software developer by profession and most of my real estate investment fund comes from creating enterprise and web applications for well known companies as a consultant.

I'm considering buying a few products that will add two sub meters connected to a reader connected to a web device connected to a mobile prepaid hotspot all for about $600-$700.

Here is how I reached this decision based on my needs:------------------------------------------------------------------------------------------------Buildium - met my requirements for: good look and feel (user interface simplicity), price ($40/mo), cloud-based, work order module, good accounting options, photo and document uploading (leases, receipts), mobile app, allows per owner or per property or per portfolio views of financials, syndication to online rental sites (Zillow, Trulia), and some type of web site automation.  

Make sure you grab the Add code in your Facebook account page so you can include it in your web pages.

These days most people have a presence on the web and you can find some kind of contact that way (of course not possible, if it's Joe Smith)
