I don't believe a State can tell the IRS what they are allowed to recognize as a deduction.

Also if you are purchasing/doing business in your company's name I'd suggest foreign filing your company with the DFI so that it is recognized in WI.

I think that if they move that quickly, then you should notify them in writing that they are leaving without giving proper notice and that you recognize the move out date to be 30 days later.
