Having some oil filled electric radiators , or those ceramic heaters can be a building saver . ( One of those small ceramic heaters keeps my RV 72 degrees in 30 degree weather)   

Prime with Pro block oil in gallons or aerosol cans depending how bad it is and top coat with any latex paint.

If you are exposed to oil and gas, things are looking up.

There's nothing wrong with hiring someone to change your oil any more than it's not wrong to hire someone to mount your sink.Between my wife and I (pretty much just my wife), we can usually DIY if needed, but it's always harder, sloppier, and more time-consuming than if we could hire a contractor. 

Billings is unique as it is largest city, it also gets some impact from ND oil boom (then bust, now starting to boom again). 

The house has a Hugh oil tank in the basement.

As a wholesaler, people set up a well oiled machine with data, systems, and a VA for <$2k/mo.

For example the landscaping, the oil, obviously the coned and cable will be the renters responsibility but was really interested in the landscaping and making sure there is enough oil to run the heat and hot water, please let me know what you think?

I'm not concerned with the apartments not being separate (as they fit the description of a multi-family), I'm more concerned of the zoning laws in that part of town.We are converting from oil to natural gas and had an inspector come in to sign off on the install of the gas heaters in order to get 2 meters from the gas company to have heat/hot water.

They have this right for 180 days or for 2 years if it is a homestead, has an agricultural exemption or is a severed mineral right.
