It does work but the inspector doesnt think they should turn it on because it’s dangerous at this point.

Use in a reasonable manner all appliances, electrical, plumbing, HVAC, and other components of the Property (examples include: cleaning the lint tray in the dryer before each use to mitigate fire danger; only flushing feces, urine, and toilet paper down the toilet drain to prevent sewer back up; etc

To me, that's the most dangerous and the reason to avoid.

BTW--if they have a "dangerous breed" as declared by your insurance company and you are required to find insurance at a higher cost, this cost CAN be passed on to the tenant whether they like it or not.
