@Matt Arden is it a 40K city in the middle of nowhere, a 40K city outside of a larger city, a 40K city that borders two other 40K cities, etc?

I am not sure if I should sister joists for both the 1st floor ceiling and then the second story floor or can I jack up just the 1st floor ceiling and take care of it that way. Its a hip roof with no walls in attic so...

If you start with both dials in the middle, it often works to leave the fresh-food dial in the middle, and turn the freezer dial a couple of steps towards "colder".Also, was it turned down or off while the unit was vacant? 

I'd keep it middle of the road.

If your looking to move fast, make sure your not one of the more expensive units on the market, Sometimes offering at the middle of the market will make the unit seem more like a deal to perspective tenants.

Are you in the top 10%, bottom 10% or somewhere in the middle? 

I'm in a situation where I have a potential wholesale deal at a great price, but the middle person is a real estate agent.
