I prefer to work with smaller builders instead of the bigger companies, and I've always paid a flat fee with bonuses on completion within the original time frame and if the project comes in under budget.

If it's a 3 bedroom can the basement (if it has one) be used as a "bonus" room that will increase the amount of rent you can get.
