I would not be able to pay the water bill if the rent is not paid.Then the board of health will remove them with a "48 hour strict notice".If you don't receive rent, than you can't pay the water bill.Done this several times, it works!

If there are serious health/safety issues, you can negotiate those with the owner after inspection.The money you spend to upgrade apts MUST increase rents in proper proportion to the investment.
