The 1031 option into something bigger that will cash flow might not be a bad option but it depends on what your goals are too (appreciation or cash flow).  

A vacant unit is hands down better than any bad tennat.

If inherited, they would have a new tax basis and little or no taxes (which would be preferable except that means granny died, good for taxes bad for granny) but since you said a Quit Claim Deed was involved it's unlikely it was inherited.

I know it's a small market but any info both good and bad about the local companies is welcome.

Every day I see a few really bad deals posted in the BP Marketplace then I'll see around 20 or so people asking if the property is still available for purchase and stating they're interested.
