Septic system regulations here in Texas change frequently, so be sure to understand what you can and cannot do. 

Odds are you won't like it, pretty much everyone I take their from out of state does not, but if you're from Cincinnati you frequent Skyline often. 

My wife and I have been in the area for about 5 years now and try to travel as much as possible, our favorite place to frequent is South Lake Tahoe and throw around the idea to purchase a place out there soon.

I really suggest working with one agent that you work well with and who makes an apparent effort to frequently put deals in front of you. 

Just be wary as they are frequently selling something.

So your target audience is either lower-income tenants or students.

Keep mailing every week or so, maybe more frequently. 5-7 days later (after each mailing) follow up with a phone call.

One of the local meetups I have frequented for years turned up a retiring investor who is wanting to offload his 5 properties.
