Hi MikeTry contacting the local building/planning authority to see if any code violations are on record,  neighbors typically have allot to say ( mostly biased on what they thought of tenants ),  check  online to see if falls in flood plain area if there are sump pumps in basement good clue of drainage or water table issues,  look online to find previous owners and contact them ( could still hold a note) , see what permits have been pulled through out its history,  if currently claiming new roof and no evidence of permit pulled could be a negotiating point and can always check recorders office to see what documents have been filed against property such as deeds/liens/lawsuits etc   Ask realtor Is property on municiple water/sewer?

If the living heirs have the legal authority to sell (may or may not have required probate, depending on your state, and the situation), and you're willing to pay off the full amount due, along with whatever the heirs/owner want....then, yes.

Other than with the Housing Authority, using their guidelines, my basis was pretty much if the can qualify for a loan then they qualify to lease from me. :) @Jerry W.undefined any comments?
