That's really, really awful.So then what I'd do is follow the law and if/when these particular tenants move out and the place smells of marijuana, I'd just rent it to new folks, advertise it as "already broken in for 420 users/growers" and charge some kind of premium for it already being pre-smelly, or something. 

I replace any appliances with a brand new unit, sometimes I will ask a tenant what upgrades they want.

I am hoping to upgrade to his S.M.A.R.T. suite in the next few months.

But after forced appreciation/tenant upgrades I NET out a 4 figure number PER DOOR and my appraised value has gone up $500k!

For 2 coats I am guessing 10 gallons of wall paint.I would just suggest having the quote broken up so you know what your paying for what.  

Upgrading with a ridge vent, double pane windows, attic insulation, crawlspace insulation are much higher priority for resale and efficiency in Georgia or Atlanta area.I'd also guesstimate $3k - $4k whole house at most.  

We are currently renting and basically what I am learning is that many landlords are cutting it so close they have no money for basic upgrades or repairs.  

The AC is your fault, not the tenants, it's clearly an old or broken unit.
